Planning, monitoring and public auditing
The Convention on Biodiversity (CBD), Nepal Biodiversity Strategy (NBS), Millennium Development Goals (MDGs), Tenth 5 Year Plan (Poverty Reduction Strategy Paper) and the TAL Strategic Plan provide strategic directions for planning WTLCP activities. The WTLCP has been working through existing institutions at the central, regional and local levels to strengthen capacities and build up their mechanisms for intersectoral planning and coordination on conservation and sustainable use of biodiversity.
The WTLCP activities have been designed based on the information provided by the beneficiaries at the field level. Participatory planning is in practice starting from the frontloading period of WTLCP. Information is annually gathered through studies, plans and researches and contributes in the formulation of the programme interventions for subsequent year. The project pursues iterative process in knowledge management, planning and implementation.
As public auditing is an integral part of WTLCP, the project promotes participatory and joint monitoring. Project field office level monitoring is conducted to generate project database and to contribute to necessary changes and amendments in the project operations. Likewise, the central level does the output level monitoring. In general all monitoring interventions focus on: extraction of information on progress, quality and effectiveness, and to document visible impacts.
