Major Interventions
The WTLCP’s major interventions concentrate on a holistic landscape level approach for
conservation and sustainable use of biodiversity. In order to achieve these, WTLCP mainly focuses on:
| a. |
revisiting and revising policy and legal instruments including pro-poor policy on biodiversity conservation and sustainable livelihoods to ensure an enabling environment for biodiversity management across both productive and protected sectors; |
| |
| b. |
strengthening integrated, intersectoral and decentralised planning and implementation from central to local levels through existing institutions and mechanism. District Forest Coordination Committees (DFCCs) play a key role in decentralised management and planning to ensure holistic approach in decentralised natural resource management.WTLCP interventions focus on strengthening DFCCs ensuring that these decentralized institutions will have more ownerships, responsibility in planning and implementation ofnatural resource management activities based on the concept of District Forest Sector Plans (DFSPs); and |

| c. |
enabling local communities to reduce exploitative pressure on natural forests and biodiversity resources by building their capacities, maximizing livelihood development options, and sensitising the real benefits of biodiversity resources.
|

|
By putting alternative livelihoods support mechanisms in place, the project enables local communities to diversify their income sources, finance-conservation-friendly activities, and reduce their pressure on forest resources. WTLCP in this regard works with District Development Committees (DDCs) to establish district level trust funds in the sustainable management of recurrent costs of biodiversity conservation within the productive areas of Western Terai Landscape Complex. WTLCP will also support the establishment of revolving funds to cover recurrent costs of biodiversity conservation interventions in the protected areas in the long term. This involves assessing and piloting feasible options for raising additional funding.
